TAHAL was hired by Angola’s Ministry of Agriculture to design and implement an integrated rural development project covering 5,000 hectares in the Quiminha region, some 40km from the capital Luanda. The five-year turnkey project included the development of commercial agricultural land and residential areas for 300 families.


TAHAL initially provided a full range of services including field surveys, planning, design, supervision, supply of equipment and materials, and arrangement of financing. This was followed by the project’s two main stages – construction (e.g. management, engineering and supervision) and technical assistance. These stages included:

  • Development of arable land for housing and agricultural areas, including general mobilization, construction of reservoirs, intake, pumping station, water conveyance system and on-farm distribution network, logistics center and chicken/egg production
  • Clearing of landmines and undetonated warheads
  • Construction of a new settlement, including physical, social and administrative infrastructure
