Review and analysis of weather, land, soils and water resources, and assessment of their potential for development of the arable sector, including increase in productivity and sustainability of the natural resource base.

• Hydrological and hydrogeological investigations and analyses using mathematical simulation models based on the river basin concept.

• Review and analysis of existing crop production systems and, based on available technologies and market opportunities, proposal of alternative development strategies for the sector.

• Review of non-traditional and underutilized crops, and assessment of their agronomic and market potential as commercial crops.

• Appraisal of the country's dairy sector and proposal of a development strategy for the sector, with the emphasis on improved production and productivity, product development, handling facilities, feed and feeding systems

• Study and appraisal of rural infrastructure (communications, markets, input supplies, etc.) and proposal of alternative investment strategies to support agricultural development, with the emphasis on provision of services to production areas.

• Study and analysis of socio-economic issues, with an emphasis on policies, institutional issues, farmer participation and land use, and identification of inherent and potential limitations for agricultural development.

• Study of reuse of reclaimed wastewater for irrigation purposes.

• Preparation of a number of bankable crop production and dairy projects for consideration for funding in the implementation of the master plan.

• Preparation of a countrywide/national master plan for agricultural development, including engineering projects for water resources development for irrigation.

• Preparation of a long-term training program for the agricultural sector.

• Transfer of knowledge to the farmers.
